South Africa Facing COVID-19 Surge, 15,000 New Cases and 122 Deaths in A Day

South Africa Facing COVID-19 Surge, 15,000 New Cases and 122 Deaths in A Day.lelemuku.com.jpg

PRETORIA, LELEMUKU.COM - South Africa is experiencing a surge in COVID-19 infections.  Health officials reported 15,000 new cases Sunday and 122 deaths.

President Cyril Ramaphosa said Sunday night the Delta variant of the coronavirus is the likely culprit behind the outbreak.

New restrictions due to the explosion of cases include a ban on all public gatherings except funerals, which will be limited to 50 people.  Liquor sales will also be prohibited and an extended nightly curfew will go into effect.

Gauteng province had 66% of the new infections, officials said.   Authorities fear the other provinces with soon experience the uptick in cases.

“Let us call on every bit of strength we have, let us summon our reserves of courage, and hold firm until this wave, too, passes over us,” Ramaphosa said in a national broadcast Sunday.

Several of Britain’s top defense personnel are in self-isolation after attending a meeting last week with General Nick Carter, the head of Britain’s armed forces, who has tested positive for COVID-19.  Defense Secretary Ben Wallace and the heads of the Royal Navy, RAF and Strategic Command are now in self-isolation after Carter’s positive test results.

Johns Hopkins Coronavirus Resource Center said early Monday the global count for COVID cases is more than 181 million.  The U.S. is the country with the highest number of cases at 33.6 million, followed by India with more than 30 million and Brazil with more than 18 million.

Australia’s Sydney is currently under lockdown as it contends with a growing COVID outbreak, but two people who ignored the restriction to go sunbathing got more than they bargained for.  The nude pair, according to an Agence France-Presse report, were “startled” by a deer, leading the scofflaws to run into the bushland of the Royal National Park to escape the animal.  The men called authorities for help.

Officials say one 30-year-old man was found on a walking track “naked and carrying a backpack.”  The other man, who was 49, was found later partially clothed.

“By leaving home without a proper reason... and then getting lost in the national park and diverting important resources away from the health operation, I think they should be embarrassed," said New South Wales State Police Commissioner Mick Fuller.  "It's difficult to legislate against idiots."

The men were fined $760 for ignoring Sydney’s stay-at-home orders.   (VOA)

Zimbabwe Minister, Anxious Masuka Distances Himself from Siphosami Malunga

Zimbabwe Minister, Anxious Masuka Distances Himself from Siphosami Malunga.lelemuku.com.jpg

HARARE, LELEMUKU.COM - Zimbabwe’s Lands and Agriculture Minister, Anxious Masuka, has distanced himself from the seizure of a farm belonging to government critic Siphosami Malunga and his business partners, according to an online publication, The NewsHawks.

Masuka is quoted by the publication as saying he is not aware of the seizure of the land belonging to Charles Moyo, Zephania Dhlamini and Malunga, son of the late national hero and PF Zapu stalwart, Sydney Malunga.

The NewsHawks also quoted Lands and Agriculture spokesperson, Barbara Machekano, shifting the farm saga to Matabeleland North provincial minister, Richard Moyo, who said the government should have utilized the farm a couple of years ago.

Moyo told The NewsHawks that President Emmerson Mnangagwa’s government is determined to subdivide the farm and allocate it to some landless Zimbabweans.

“That land does not belong to the Malunga family. It was acquired by the government and belongs to the government. They are claiming to have bought shares to the property, but you cannot buy shares to a land that has been acquired by government.

“There is no going back on that farm seizure. We should have taken the farm a long time ago. Besides, they do not have any documentation showing that they own the property. Dhlamini and (Charles) Moyo came to my offices to explain themselves, but failed to provide any papers. We have given beneficiaries, 14 of them, offer letters to occupy that farm. They also claim that their documents were stolen. Documents of the property stay with the owner of that property, they cannot be kept at the offices. It is clear that they want to raise dust to tarnish the image of the government.”

Malunga, who is the executive director of the Open Society Initiative for Southern Africa, insists that he co-owns Kershelmar Farms (Pvt) Ltd with businessman Moyo and Dhlamini, a scientist working at the National University of Science and Technology.

He claimed recently on Twitter that documents containing details of the ownership of the farm were stolen from the Deeds Office.

Indications are that the farm seizure is being spearheaded by Moyo, Central Intelligence Organization co-deputy director general Gatsha Mazithulela and Zanu PF secretary of administration Obert Mpofu.

Mazithulela and Mpofu were unreachable for comment as they were not responding to calls on their mobile phones.

The government claims that it acquired the farm in 2004 Nyamandlovu from a white commercial farmer in 2004, seventeen years before it was bought by Malunga and his partners. (VOA)

Hong Kong Apple Daily Owner Punished for Exercising Rights

Hong Kong Apple Daily Owner Punished for Exercising Rights.lelemuku.com.jpg

NEW YORK, LELEMUKU.COM - China's foreign ministry on Friday rejected comments by U.S. President Joe Biden that the closure of Hong Kong's Apple Daily newspaper signaled growing repression by Beijing.

Biden said on Thursday that the end of the Apple Daily was a "sad day for media freedom."

The Apple Daily, a pro-democracy newspaper, ceased publication last week after its leaders were detained and its monies were frozen.

Biden called on Beijing to stop targeting the news media and to release detained journalists and media leaders.

"People in Hong Kong have the right to freedom of the press,” he said.

China's foreign ministry spokesman Zhao Lijian dismissed the criticism at a news event in Beijing on Friday.

"The U.S. leader's position is factually baseless," Zhao said.

On Thursday, United Nations, or U.N. human rights chief Michelle Bachelet condemned the continued detention of Apple Daily owner Jimmy Lai. She criticized his imprisonment as his pro-democracy newspaper released its last edition.

Apple Daily was an unapologetic news source that mixed pro-democracy coverage with news about famous people and investigations of those in power. Chinese leaders in Beijing saw the newspaper as a threat to their power.

Apple Daily closed down last week. It was forced to end a 26-year run during a strengthening of a national security law that froze the company’s monies. Readers formed long lines to pick up the last edition at newsstands around the city.

Lai, a Chinese government critic, has been in jail since December over unpermitted demonstrations during Hong Kong’s mass pro-democracy protests in 2019. He faces national security charges.

Bachelet spoke remotely at the 2021 Society of Publishers in Asia press awards ceremony held in Hong Kong. She said the new national security law was leading reporters to “self-censor” to avoid breaking the unclear laws.

Hong Kong’s government did not immediately respond to a request for comment outside office hours.

Apple Daily printed 1 million copies for its final release, preparing for increased demand. This is more than 10 times its usual.

Emotions ran high on Thursday among supporters of the paper. Apple Daily has faced never-ending pressure since Lai was arrested in August 2020.

Tse, 60, was waiting for the newspaper. “I couldn’t sleep well for the past few nights,” she said, adding “I hope reporters stay true to their faith and keep working hard.”

Media rights groups say the shutdown of Apple Daily is a serious blow to Hong Kong’s media freedoms. The city has long been known as a media center, but Beijing’s new security law appears to have ended free speech in Hong Kong.

Critics of the law say that it is being used to stop dissent in the city. The Chinese government rejects this statement.

Officials in Hong Kong and China have continuously said media freedoms are respected, but are not complete and total.

Some employees of Apple Daily expressed feelings of anger at the stoppage.

Dickson Ng is a designer at the paper. “(After) today, there is no press freedom in Hong Kong, he said.”

Bottom line

The Chinese foreign ministry said rights and freedoms could not endanger national security.

A ministry spokesperson said “Hong Kong is a society that has rule of law...No one or no organization is above the law.” The spokesperson added “all rights and freedom, including media freedom, cannot go beyond the bottom line of national security.”

Last week, 500 officers raided the newspaper’s headquarters. Live feeds showed officers going through reporters’ notes and other materials which drew international criticism.

Five executives were arrested. Chief editor Ryan Law and Cheung Kim-hung were charged with plotting to work with another country, and were denied bail.

Authorities froze the property and monies, or assets, of companies related to Apple Daily. Executives said the seizure left them unable to operate.

Lai is facing three national security charges ad has been in jail since December. He was denied bail under the security law and is already serving sentences for taking part in unauthorized protests. (Dan Novak.| VOA)

Steven Spielberg’s Film Company to Partner with Netflix

Steven Spielberg’s Film Company to Partner with Netflix.lelemuku.jpg

WASHINGTON, LELEMUKU.COM - Award-winning American film director Steven Spielberg has just signed a new deal with Netflix. The movie streaming service is joining forces with Spielberg’s production company, Amblin Partners, to make several films each year. The partnership is a big step for Netflix as it faces competition from other streaming services.

The deal announced Monday does not specifically include any movies that Spielberg will direct himself. For example, in December, he will release the musical film “West Side Story” with Disney’s company 20th Century Studios. Amblin also has a separate deal with Universal Pictures for film releases.

In a statement, Spielberg said that storytelling will always be “at the center of everything we do.” And when he and Netflix’s Ted Sarandos began talks, he knew this would be great way to tell new stories and reach new audiences. The statement goes on to say that the partnership will be very satisfying for Spielberg personally, and he cannot wait to get started with the Netflix team.

Amblin Partners takes its name from a 1968 film short by Spielberg. The company has helped produce many films outside of those made my Spielberg, including “1917” and “Green Book.” Netflix and Amblin have worked together in the past on television series. They also worked together on “The Trial of the Chicago 7,” a film directed by Aaron Sorkin. It was co-produced by Amblin and sold by Paramount Pictures to Netflix during the pandemic.

Spielberg has in the past been known as someone who opposes movie streaming. A headline from the news website Deadline.com on Monday asked if hell had frozen over. The expression suggests that the impossible has happened: Spielberg finally accepts the streaming of movies. Butin 2019, he said that he was not against it, adding that people have mistakenly believed that about him.

In 2019, several news stories reported that Spielberg compared streamed film releases to made-for-television movies. He said such films should compete for television awards, or Emmys, not film awards, or Oscars. That year, Spielberg said he is a “firm believer” that movie theaters should be around in the future. He also said that, whether on television or in a theater, what matters is “a great story and everyone should have access to great stories.”

Also that year, in an email to the New York Times, Spielberg wrote that people should have the chance to share a film experience at theaters. He said movie theaters enable crowds to laugh, cry and be afraid together, “so that…they might feel a little less like strangers.” His email also said he wants movie theaters to survive and to remain important to American culture.

Since then, the lines between streaming and theaters have become less clear. For example, Netflix has presented some of its most popular film releases in theaters for a week or more. And traditional film companies like Disney and Warner Brothers now send their movies to theaters and to streaming services.

Netflix’s Ted Sarandos said, “Steven is a creative visionary and leader and, like so many others around the world, my growing up was shaped by his memorable characters and stories.” He added that Netflix is honored and pleased to be part of this period in Spielberg’s filmmaking history. More Job Seekers Have Interviews with Computers

More Job Seekers Have Interviews with Computers.lelemuku.com.jpg

WASHINGTON, LELEMUKU.COM Online services that use computers to interview job seekers were increasingly used by companies during the coronavirus health crisis. But the technology raises questions about whether a machine can correctly or fairly judge a person’s personality and reactions in front of a camera.

Dana Anthony is one job seeker who has experienced such interviews. One was for a part-time job at Target last year. The day after the interview, she got an email informing her that she was not chosen.

Speaking to The Associated Press, Anthony said she did not know why she was removed from consideration so quickly. She had no sense of how the interview had gone. She said this is because she received no human feedback during the process.

Her rejection email from Target stated: “We’re unable to provide specific feedback regarding your candidacy.” Anthony was rejected for another job in December after completing another online interview.

One interview system is run by a business called HireVue, one of the leading companies in the field. In the past, the Utah-based HireVue used artificial intelligence (AI) methods to judge a job-seeker’s personality and job skills. It did this by observing the expressions on a person’s face during the interview.

But after facing intense criticism about the scientific effectiveness of its claims and the possibility of unfairness, HireVue announced earlier this year that it would stop using that method. However, the company’s AI-based system still considers speech and word choices when rating a candidate’s personality and skills.

HireVue helped create a market for “on-demand” video interviews. Companies using the services include stores Target and Ikea, technology companies like Amazon, and banks like JP Morgan and Goldman Sachs. Companies in the oil and travel industries, and even school systems, have used them.

The Associated Press (AP) spoke to several employers which use the technology, but most did not want to discuss it.

HireVue chief Kevin Parker told the AP that his company makes sure its technology will not discriminate based on things like race, gender or a person’s speaking accents. He said its systems, which turn speech into text to make decisions about job skills, can perform better than human interviewers.

“What we’re trying to replace is people’s gut instinct,” Parker said during a video interview.

HireVue said it interviewed more than 5.6 million people around the world in 2020. Supermarket companies used it to make decisions about thousands of job-seekers every day as demand for workers rose during the pandemic.

Other services such as Modern Hire and Outmatch have started offering their own video interviews and AI tools. On its website, Outmatch says it aims to measure "the must-have soft skills your candidates and employees need to succeed.”

HireVue noted that most of the companies it works with do not actually use the company's AI-based recommendations. Atlanta's school district, for example, has used HireVue since 2014, but says it depends on 50 human recruiters to rate recorded interviews.

Target said the pandemic led it to replace in-person interviews with HireVue interviews. But it told the AP that it uses its own employees — not HireVue's AI methods — to watch and make decisions about recorded videos.

But none of that was clear to Anthony when she sat down in front of her computer to complete the interviews. “I understand companies or organizations trying to be more mindful of the time and the finances they spend when it comes to recruitment,” she said.

But Anthony, who holds a master's degree in communications, said the interviews left her uneasy about who, or what, was judging her. (Bryan Lynn |VOA)

Siphosami Malunga Claims That State-Linked Agents Have Stolen Tittle Deeds of His Farm Seized by Zimbabwe

Siphosami Malunga Claims That State-Linked Agents Have Stolen Tittle Deeds of His Farm Seized by Zimbabwe.lelemuku.com.jpg

HARARE, LELEMUKU.COM - Siphosami Malunga, son of the late national hero Sydney Malunga, whose farm is being seized by the government, claims that documents of the property’s ownership have been stolen from the Zimbabwe Deeds Office.

In a series of tweets and Facebook posts, Malunga claimed that someone linked to the government stole the documents.

“The levels of sordidness & underhandeness related to our farm issue are shocking. We gather someone removed the documents proving ownership from the files at the deeds & companies office. We have copies which we shared with authorities. We will reveal who we believe cld have & why.”

Malunga co-owns the Kershelmar Farm in Nyamandlovu with Zephaniah Dhlamini, who works at the National University of Science and Technology, and businessesman Charles Moyo.

In another tweet, Malunga said he got a message from Dhlamini indicating that those people who stole the documents left behind some receipts showing that the three bought the farm.

"I am from the registrar of companies.... Our CR14 document was stolen from the file... Foolishly they left the receipt, CR 6 and our returns for 2017... A clumsily executed plan to mislead the minister of lands.”

He said people who want to take over the farm have disrupted operations.

“It's impossible for people to understand the level of disruption a farm takeover does to productivity. We were in the middle of planting 150000 tomato plants! It's the largest tomato plant planted in that area during the winter ever. Then we have people coming prancing around our crops claiming to own everything! What message does this send to any potential investor in Zimbabwe? And we are #Open4Business??”

The government claims that it repossessed the farm from a white commercial farmer in 2004 but Malunga and partners say they bought it in 2017.

The government has not yet reacted to Malunga’s posts on social media.

Meanwhile, theMatabeleland Forum, a convergence of civic society groups and community-based organisations, has condemned the government’s actions.

It said Malunga is being victimized because he isa consistent critic of the government’s “repression and the abuse of human rights”.

In a statement, the Forum said, “We are extremely disturbed by news received on Monday 14 June 2021 that the Government of Zimbabwe has compulsorily gazetted the farm and home belonging to the family of the late National Hero, Sydney Malunga. We are concerned that after forty-one years of independence and liberation from racial discrimination, state-sanctioned wanton harassment and arbitrary victimisation citizens; The State continues to perpetuate the same injustices.

“It is the gallant sons and veteran nationalists like the freedom fighter, Sydney Malunga who contributed to the attainment of independence by Zimbabwe and to ensure all citizens have equal access to land.We are appalled that the Sate that came about following the sacrifices of liberation heroes like Sydney Malunga, has the audacity to evict the late National Hero’s family from their property, their home, their farm!”

The Matabeleland Forum says it speaks on behalf of many vulnerable populations “when we witness horrifying actions during the Second Republic where the policies are characterised by unprecedented violation of human rights coupled with impunity, high-handed malice and the relentless harassment of real and perceived opponents of the Government of Zimbabwe.”

The Forum said, “The vengeful, unabashed and deliberate assault on the private property of a National Hero and indeed of any Zimbabwean citizen by the primary institution that must defend and protect it, is a threat to our dignity as a people and to the moral conscience of our nationhood. The Matabeleland Forum condemns in the strongest possible terms the gazetting of a farm belonging to Sipho Malunga (a human rights defender, farmer and son of late national hero Sydney Malunga) and others.”

The Forum noted that this action and move by the government is totally and completely preposterous because the said piece of land is utilised at optimum level as well as contributing immensely to the local economy, the farm is wholly owned by black indigenous Zimbabwean professionals, the land was legally procured in accordance with the Deeds Registries Act and clearly mitigates against the government’s thrust of black economic empowerment.

“The Forum views this as an appalling action and calculated assault on property rights which are enshrined in the constitution of Zimbabwe. The Forum sees this as an assault on the legacy of late National hero Sidney Malunga. The action by the State violates the founding values and principles of the constitution, which recognises the gains of the liberation struggle, and the move by the State authorities is baseless, senseless and smacks of unmeasured avarice, capricious and malevolent intentions.”

The Forum said it unreservedly opposes the action by the state to acquire land from indigenous persons who are using the land for agricultural purposes and says the government should uphold the rule of law and respect the right to property as enshrined in the country’s constitution.

In a several tweets recently, Information Secretary, Nick Mangwana, clashed with Malunga on the social media platform over the repossession of the farm.

Mangwana said, “In 2004 Govt acquired a farm that belonged to a Mr Swindells who left for New Zealand then. The title deeds remain in his name. One Eddie Warambwa leased the farm from Swindells until 2010 when he died. In 2017 Sipho Malunga bought a Swindells company for US$33k. Clearly the 500ha farm had already been acquired by Govt in 2004 was not part of this transaction. A stand, and not a farm is bought for US33k. To say Govt is taking a Malunga farm is incorrect.

“In 2010 @RModiByoSouth bought the farm at an auction for US$250k as part of the Warambwa Estate debt but discovered it was already State land and abandoned the purchase. A purported purchase in 2017 does not dislodge Govt acquisition in 2004.”

Mangwana further claimed that, “In fact they are using only 30ha of this land and this land is being subdivided and being given to a number of people. They were offered 70 hectares of this and they declined maintaining it was theirs. In any case they already have 1600ha in Bubi in Mat North.”

But Malunga shot back on Twitter saying, “Nick you are shamelessly lying. We own the farm and hold the title deeds. It's really that simple. We know why the government has taken the farm. I came here to just say this. The rest we will say in the appropriate spaces.”

Lands and Agriculture Minister Anxious Masuka in a state gazette published in December last year noted that the farm is being acquired for under section 72(2) of the country’s constitution for purposes of agriculture resettlement.

Zimbabwe has since 2000, acquired over 4,500 farms and handed them over to blacks. Indications are that some top government officials own multiple farms.

A farm audit that was conducted two years ago has not been made public.(VOA)

African Nations to Send Troops to Tackle Mozambique Insurgency

African Nations to Send Troops to Tackle Mozambique Insurgency.lelemuku.com.jpg

MAPUTO, LELEMUKU.COM - Southern African nations on Wednesday approved the deployment of troops to Mozambique to help the country combat an escalating Islamic State-linked insurgency that threatens stability in the relatively peaceful region, the bloc's executive secretary said.

The 16-member Southern African Development Community (SADC) has been grappling with how to respond to the conflict, which began in October 2017 and has since killed thousands on all sides.

Almost 800,000 people have been displaced and the fighting has bought a $20 billion gas project led by oil giant Total to a grinding halt.

SADC has approved the deployment of its standby force, Stergomena Lawrence Tax said, reading out a communique following a meeting of the bloc's leaders in Mozambique's capital Maputo. The standby force is part of a regional defence pact that allows military intervention to prevent the spread of conflict.

The communique provided no further details on how many troops would be involved, when they would be deployed or what their role would be, adding only that humanitarian aid must be channelled to those most in need.

The decision brings to an end months of deliberation and disagreement among the bloc about what is needed to stem an insurgency that threatens to open up southern Africa's first jihadi front.

While some members, like South Africa, have pushed for military action, others were reportedly more reticent. Mozambique President Filipe Nyusi himself has historically been resistant to foreign boots on the ground. (Manuel Mucari| Reuters/VOA)

If approved by the court, the settlement, first announced by KABC-TV, would end a negligence and death lawsuit brought against the property of the pilot and owner and operator of the helicopter that crashed on a hillside on January 26, 2020.

Bryant and Gianna, aged 13, along with six other passengers flew from Orange County to a youth basketball tournament at his Mamba Sports Academy in Ventura County. The helicopter encountered heavy fog in the San Fernando Valley north of Los Angeles. (VOA)
